It will almost certainly not; the publisher and the author parted ways with a great deal of acrimony. (That's the short version, and being overly kind to the publisher. Investigate the history of the Chuubo's Marvelous Wish-Granting Engine Kickstarter for details.) The author, Jenna Moran, is currently working on games spun out of these rules and cosmology -- CMWGE and the forthcoming Glitch -- but there's a 4th edition of Nobilis planned in the vague future.

Now that the new art and layout has been republished, PoD seems like a possibility

The author has stated that the 2022 edition will definitely become available for POD, but still needs some revision to the cover and some time-consuming proofing rounds before it's ready. ETA is a few months from now at least.
