This is the OpenLOCK clip from Printable Scenery. It is used to connect Future Worlds 3D Printable Sccenery. It's not necessary to download this file unless you purchased/downloaded either the High Tech or Industrial Scenery sets prior to 28 May 2017. This clip was inadvertantly left out of these sets prior to that date, but has since been included.
