Hopefully pages 138-139 will be heavily edited or removed in the next version. It is rather needless and comes across as incredibly dated and cringe worthy regardless of your political affiliation.

I'm looking for a percentile system completely independent of Chaosium. Is Chaosium involved in any way in this publication? Does Chaosium receive any proceeds from purchases of this product?

It uses a license that is from Wizards of the Coast, and I don't think that is directly related to BRP. BRP was the last name I knew of for the CoC owned and open game system license they had. When people say it is from Chaosium I don't really understand what they mean, either WotC owns Chaosium now or the BRP they use is owned by WotC. It's pretty confusing to me, to be honest. In the credits, there are a handful of pages they list as being under that license, so I don't think the whole system is WotC material or OGL.

It is also not the WotC D20 system OGL, though maybe that is what they pulled some of the minor rules variations from. IDK, I don't play any of the D20 from WotC, so I don't know.

Please, don't get me wrong, I'm just curious. But I don't see how it would be too high. WotC has the AD&D 2.5 ed. PHB and DMG in softcover standard color book format for ~$23 apiece. I wouldn't call that too much. How much would a POD book cost with the page count of the Handler's Guide? $40? My guess is that as a hardcover standard color book it would cost around $50-$60. I think that's still acceptable and it's a better option for a lot of people who can't get a physical copy from a local store or not willing to pay the outrageous overseas shipping cost and customs.
Honestly, how much extra work would it be for you to put the file on sale as a POD option? Please correct me if I'm wrong but it seems to me that you can only win by listing the book as a POD option.

Why did they change the name of the 1928 Innsmouth Raid from "Project COVENANT" to "Project PUZZLEBOX"? Every DG book until now called it "COVENANT."

This is answered in-universe. The COVENANT files were fairly widely distributed by the Navy at some point in the '30s - including to other services. DG pulled all the files back in after it was constituted in 1942 and changed the codewords to make it harder for people who remembered COVENANT to go digging.

I wondered if it was a legal issue because the name COVENANT first appeared in a Chaosium product (Escape from Innsmouth). I thought this might have been the case when I noticed many of the monsters and entities (particularly ones not invented by Lovecraft like Cthugha and Ithaqua) have had their names changed.

Correct, "Delta Green: The Role-Playing Game" is in two volumes: the Agent's Handbook and the Handler's Guide.

Handler's Guide will be in print in the spring.

These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.

For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.

For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.

Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.
