The author describes nearly 40 powers and creates a group of 4 heroes, 4 villains and 1 overlord. That's it. The time campaign it's just a guideline.
Not what I expected, definitely.
This book is a great resource to go with Worlds in Peril, it will really help players and GMs to quickly come up with powers for there heroes, but also will help give an idea how to make your own.
